You need an excess of calories to "pack on muscle" and you can't lose fat if you are eating more calories than your body needs.
As you are a teenager and are new to weight lifting you may be able to add some muscle while losing fat, but more than likely what is happening is that the lower your body fat is the more muscular you appear.
Typically people "lose fat" until they are under 15% body fat, then they "Build Muscle' by going on a bulking program eating an excess of calories.
You can bulk and add very little fat to your body, but that requires a great deal of attention to your diet and your macronutrient ratios (PCFs)
