Simple answer is, you'll know when you're ready to move to a different routine...and then to an advanced routine. No two people have the same time frame in bodyduilding etc, so it is impossible to give one...but you'll know when your body is ready for the change to another routine.

I'd say it's once you can perform all the exercises in correct form and understand the dangers of not doing them correctly. I used to train rather heavily and took a long break. Coming back I skipped the beginner routine and went straight to the intermediate/advanced stuff. I understand all the exercises and know how to perform them so didn't feel the need to do a beginner routine.

Beginner routines: 6 months
Intermediate routines: 1-3 years of continuous training
Advanced routines: Only when intermediate routines don't work anymore. In my experience, I have never known anyone to hit a plateau with intermediate routines before two years of continuous training.
I've been training seriously for just over three years now, and haven't yet found a need to switch to advanced routines.

Good job Brother - Simple and straight forward.
I also think pretty accurate from my own experiences.
