why is the little "button" to the left of a Rep+ not green on some?

Does anyone ever give out rep-? I have thought about but a, I don't want it to be like "hey you gave me a negetive rep, I'm going to give you one back". Also if I gave a rep-, would i be being to much of an A$$hole?

Rep- are more for people who give out info that can be dangerous or cause injury... things like that. If its just "he doesnt know what hes talking about", then inform him and dont give him any rep+.
