I'm pretty sure a head harness or 4 way neck machine, works the neck muscles, not the traps. Shrugs, as I'm sure you know, work the traps.

i am nable to do it with perfect angle. Anyway suggest me some video so that i can check its proper angle.

Yeah i'm not sure what you mean by angle. It is straight up. Maybe you should try practicing with little or no weight. Stand in front of a mirror a shrug your shoulders straight up toward your ears. It's probably one of the simplest movements there is.....
