i have been working my whole body fat loss wise and bulking up,i know its hard to do both, however the problem i am facing at the moment is the top of my chest has grown well but the middle of my chest is flat making it look like i am heavy up top then before,i do machine fly taps in my workout but i still dont seem to be getting anywhere with my mid chest.as for my lower chest sadly i still have more cutting to do to see a difference!

What I would focus on is doing both decline and regular flat benching for awhile. Those will put more stress on the lower fibers of the chest than the upper fibers. You can't isolate them specifically, but this is probably your best method to bring up your lower pecs.
