I think that article is referring to an experienced bodybuilder. You might be better off looking into one of the other diets on the site.

A home gym consisting of Bowflex Power-Pro XTL and power blocks(5-90) . As of 12/31/10 joined Urban active gym and exercising there for aerobics and legs, and sometimes mixing up the workout some.

Personally I skip carbs only for the before bed snack and my cut has been working just fine. The real key is to spread your meals wisely throughout the day in small portions.
