Default Rest days

Should rest days be complete rest or is light cardio OK? Also, after a leg day, would a recumbent cycle be good or should get cardio in some way that allows my legs more rest?

You can perform some light cardio on your rest days if you really want, it depends on your goals.
It would be good to keep at least 1-2 days per week completely off though.

Cardio will not boost the recovery and rest for your legs, if that was what you meant.

Well my only cardio at point is legwork based, I agree that would take rest away from legwork. Would it be OK after upper body or is it still a REST issue?
