That's a good question and I think you might have positives to both, but I know the old fashioned blood and guts way would be presses...and you make 'em heavy. (presses are considered a compound exercise and compounds have always had the reputation of producing solid growth)
Overhead presses and some good 'ol T-Bar rows...them shoulders should grow.
