Yes, you should definately take your supplements on rest days. The reason is because even though you worked out the day before your muscles are still repairing and growing. When you train in the gym your literally tear apart uscle tissue, and when you're resting your body repairs that tissue and add more tissue (muscle growth).
It can take up to one week for your muscles to full repair after an intense workout so you need to keep your diet and supplementation up all week.
